Construction of 60 schools

The Tatweer Buildings Company (TBC) has invited firms to express interest for
the  contract to design, build, finance, maintain and transfer 60 schools located in Jeddah and Makkah. The initiative comprises the Phase-1 of the kingdom’s national schools public-private partnership(PPP) program, where it plans to procure a total of 300 schools across the Kingdom, reports Middle East Economic Intelligence.

The 60 schools included in Phase-1 are kindergartens, elementary, intermediate and secondary. According the reports the schools will be leased to TBC by the Education Ministry, with the ministry providing the education services. The schools will be built with the multipurpose halls, facilities to accommodate children with special needs, catering facilities and specialist teaching areas and others services.

An investor conference is scheduled during the expression of interest (EoI) phase. The document says that the “developer or developers forming a consortium would look to develop a third party revenue generation model for any facilities such as the sports facilities when not in use by the MOE.” 

UK-based HSBC and US’ Aecom are providing TBC financial and technical advisory services, respectively, for the project, while UK’s Allen & Overy and local Khoshaim & Associates are the legal advisers.
